Changes to Client Support Fee Structure coming September 1st

Upcoming changes to Client Support Fee Structure September 1, 2014

Recently, the library undertook a review of its Client Support Fee structure (fines) in an ongoing effort to remain aligned with our comparator institutions within the Ontario Council of University Libraries (OCUL). After the review, several changes to our fee structure were recommended and approved by the Librarians' Committee on June 12. 2014. These changes will not affect library users who follow borrowing regulations and return library material by due dates. However, fees for overdue and lost material have been adjusted to better reflect actual processing fees and to align with other universities. 

The following changes will take effect on September 1, 2014.

1. Daily & Hourly Fine Rates

  • The daily overdue fine rate for annuals, books, curriculum, edu-kits, pamphlets, maps and map tubes will change to $1.00/day.
    • Bound serials will be remain at $1.00/day.
    • Daily fine rates for media and Interlibrary loan (ILL) material will be increased to $5.00/day.
    • Hourly rate for reserve material will be increased to $5.00/hour.

    2. Maximum Fine rate per item

    • The maximum fine rate for most material types will be increased to $75.00.
    • Pamphlets and map tubes will have a maximum fine rate of $15.00

    3. Lost Item Charges

    • The lost item charge for most material types will be increased to $100.00.*

           *The Library will accept a replacement copy in lieu of the lost book charge along with a $20.00 administrative charge.

    • Pamphlets and map tubes will be increased to $20.00.
    • Charges for a lost ILL item is determined and paid to the lending library.

    4. Bound Serials

    • All bound serials will circulate for 14 days with up to 3 renewals and will be subject to recall. The daily fine rate is $1.00/day and the standard recall daily rate of $5.00/day will apply.

    5. Interlibrary Loan (ILL) Grace Period

    • The grace period allowed on ILL loans, excluding ILL media loans will be reduced to 1 day. A user may return an ILL loan within the grace period without penalty. After midnight of the 1st day overdue, the daily fine rate is charged starting from the first day it was overdue, as per existing procedures.

              The Ontario Interfilm Agreement Guidelines do not permit a grace period on ILL media loans.

    A review of our fee related notices, such as overdue notices and recall notices will be completed prior to the implementation of the new fee structure to ensure appropriate text and fees are communicated to our stakeholders.
